GSA's Federal Systems Integration and Management Center Exercises Option Year One of Contract with Avineon for HUD's Development of System to Facilitate Physical Property Inspections

Avineon to Provide On-site Enhancement and Maintenance of Software Systems

ALEXANDRIA, Va., July 25 /PRNewswire/ -- Avineon, Inc., a successful provider of IT, geospatial, engineering and program management services, announced today that GSA's Federal Systems Integration and Management Center (FEDSIM) has exercised the first option year of Avineon's contract with the U.S. Department of Housing and Urban Development (HUD) to provide system development, enhancement and maintenance of the agency's Physical Assessment Subsystem (PASS). PASS facilitates numerous mission-critical functions related to HUD's physical property inspections to ensure public housing is properly maintained. This three-year contract has an estimated value of $8.5 million.

The Real Estate Assessment Center (REAC) is an organization within HUD Public and Indian Housing (PIH) that is responsible for capturing, standardizing, improving and evaluating data from the portfolio of properties for which HUD has a financial interest or statutory obligation to monitor. HUD requires periodic physical property inspections conducted by HUD/REAC certified inspectors in conformance with HUD's Uniform Physical Condition Standards (UPCS). To ensure consistency and uniformity of inspections, inspectors must utilize a laptop computer "data collection device" (DCD) and UPCS inspection software to capture inspection results, which are uploaded via the Internet to PASS. The system then facilitates numerous functions including ordering, reverse auctioning and review of inspections as well as publication of inspection results.

The PASS IT systems manager at HUD commented, "The goal of PIH-REAC is to provide standardized and quality program assessment information to support program management of Public Housing and Office of Housing Multifamily properties. PASS is the cornerstone of the PIH-REAC suite of products and Avineon's assistance in developing and maintaining PASS has proven instrumental in helping HUD improve the quality of property conditions."

Working on site at HUD, the Avineon team is responsible for system development, enhancement and maintenance of the PASS and DCD software. Additionally, Avineon is redesigning both the PASS and DCD software to accommodate migration from a ColdFusion development environment to a Java/J2EE environment.

Avineon is also providing system development for HUD's Financial Assessment Subsystem, Public Housing (FASS-PH) which utilizes a standard financial assessment protocol to annually assess the financial health of the 3,300 Public Housing Agency (PHA) properties. HUD exercised option year one of this contract in October 2005.
